According to this page:
http://www.htmlhelp.com/tools/validator/problems.html#amp
You must use & and not & in URLs to validate documents
properly, and in order to Netscape 3.x to not fail it.
PHP sessions generate this in the URL, like:
&PHPSESSID=4f07bc5ee9353dc
which should have been:
&PHPSESSID=4f07bc5ee9353dc
should be self explainable
