some purify stuff (stigs new code and is_numeric_string)

hi, 'cause stigs new fgets died on me (solaris) i did a purify on that... i include the script (which reads a socked amongs some other tiny things). the weird thing is the is_numeric_string (called by php3_smart_strcmp.. which i've not seen before... maybe somebody who know the stuff better that i could have a look at it, the crash in fgets will be fixced by stig i'm sure....
