Well, it is wrapped inside:
#if !defined(HAVE_SNPRINTF) || !defined(HAVE_VSNPRINTF)
So it isn't used on systems that have their own native versions. If there
is a native win32 function that does this, great. It is exactly the same
situation as the md5() function. Apache provides an implementation and we
provide an implementation. In 3.0 we would use Apache's version if we
were using Apache and our own if not.
