GD configure slightly broken.

If I do a
./configure --with-gd
Without actually having GD installed in a standard location the configure
script decides to statically link it instead of raising an error:
checking whether to include GD support... yes (static)
And then the make will bomb when gcc can't find the gd headers.
Is this supposed to be or is it a bug?
