Bug description: get_meta_tags does not work if name/content values are single quoted
A user contributed note suggests that get_meta_tags() attempts HTML 4.01 conformity. As the w3
documentation is (to me) a little unclear on this issue so I'm not sure if it's expected
behaviour or not.
