Bug description: upload_tmp_dir not recognized in .htaccess
in 4.0.3.pl1 upload_tmp_dir was not recognized in php.ini
This was indeed fixed in 4.0.4pl1.
But it is still ignored in .htaccess files
or in apache virtual host contexts.
