I will test on win32 in a bit, but for now, let me say that this works
just fine on linux:
mail("joey@joeysmith.com", "Test cc", "Testing CC",
"cc:joey@samaritan.com\r\nCc:joey@volunteernow.com\r\nCC:joey@communityaction.net");
I get cc'd at all three addresses.
