This is not a bug, if you open the file with fopen ("filename", "rb"); (b =
binary) it should work fine.
file() however wont work this way.

This happens only in ISAPI module. fread() and file () reads only portion of the given file from
beginning to the first #26 character. fgetc() returns an empty string instead of it.
