CVS login error (list archive is down)

I keep getting:
(Logging in to brainlmoon@cvs.php.net)
CVS.EXE [login aborted]: could not find out home directory
when issuing:
cvs -d :pserver:brainlmoon@cvs.php.net:/repository login
Anybody know why?
