Follow the instructions. There's no reason for the Apache include
files to be installed under /usr/include. The --with-apache flag
takes an argument to tell it where to find the top of the Apache
distribution, where it will then find the include files necessary
and install the necessary bits for PHP to then be linked with
Apache.
If you are using RPM's, take a look at INSTALL.REDHAT. And then
realize how silly it all is and use the source tarballs.
