php4/main/build-defs.h.in is missing 3 #define's for ODBC to compile correctly. (From looking
at the CVS mailing list, it looks like they were included in a mega-patch that was rejected.)
Here's a diff that fixes the problem. The problem is that PHP_ODBC_INCLUDE, PHP_ODBC_LFLAGS,
and PHP_ODBC_LIBS are undefined.

My configure line is as follows:
./configure --with-apxs --with-custom-odbc=/usr/local/odbc --with-openssl --with-gd --disable-debug
