Maybe a bug, maybe expected behaviour - but unexpected to me.
If I configure php with "--with-oracle" but don't have the Oracle libraries
on my local host, it creates PHP anyway, but without Oracle support. No
warnings, errors, etc, just a PHP without the expected Oracle support.
