Bug description: pdf_open_memory_image() not implemented in Windows version
pdf_open_memory_image() is not implemented in PHP 4.0.5 and all previous versions - for Win32. Other
platforms have this function since v4.0.
NB: same as #10606, but it appears on all versions of windows.
