such functions don't exist in the sybase_ct extension (only one available under win32)

Using Sybase-CT library with apache on win2000 & NT,
I ve got trouble with those below functions :
- sybase_min_error_severity ( Fatal error )
- sybase_min_message_severity ( Fatal error )
