Bug description: OCIFetchInto/OCI_NUM starts the array at 0 not at 1 as stated in the doc
$cur=OCIParse($conn, $query);
OCIExecute($cur);
OCIFetchInto($cur, $result,OCI_NUM);
--> $result starts at [0] and not at [1] as written in the documentation
