I can reproduce this with 4.0.6RC3 and 4.0.7dev. But the repeating is not after every reload.
My guess is that it is per apache child.

Hiya,
Try to run the example on http://www.php.net/manual/en/control-structures.declare.php
a couple of times
output 1st time:
[tick i=1] [tick i=2]
output 2nd time:
[tick i=1] [tick i=2] [tick i=3] [tick i=4]
output 3rd time:
[tick i=1] [tick i=2] [tick i=3] [tick i=4] [tick i=5] [tick i=6]
You should get the point by now I think :)
