Rather than having this be a seperate case at the end of
php_fopen_with_path(), how about it just get appended to
the (local) search path?
I am adding a 'safe_mode_include_dir', which will let you
include files you don't own if they are in the
safe_mode_include_dir. By appending the scripts cwd to the
search path, it will honor this addition.
