Bug description: [XML] support for other encoding in utf8_decode , utf8_encode
Functions utf8_encode utf8_decode support only ISO-8859-1. Support for
other encodings would be a great feature, especially for people who does
not use ISO-8859-1. Without
those encodings all XML functions are useless (at least for XML which
contains national characters). Maybe there will be a way to make user
specified encoding ???
