Bug description:  xml_parser_get_option doesn't get all option that xml_parser_set_option can
set

You can do
xml_parser_set_option($parser,XML_OPTION_SKIP_WHITE,0);

but

 xml_parser_get_option($parser,XML_OPTION_SKIP_WHITE);

will give you 
Warning: xml_parser_get_option: unknown option 

SHouldn't we be able to get it if we can set it?
