microtime() on Windows

microtime() on Windows returns a value that is <= 1.0 in
the first element (that should be below 1.0).

print microtime()."\n";
Example output:
174.63051400 927795115

1.46295800 927795215
I received this information from a colleague, and have not tested it
myself. Can someone with PHP on Windows try reproducing this?
