Bug description: ISAPI mode exec() access violation

Very Cool, there is alot more functionaility now.
However, in ISAPI mode, trying to execute system commands (ie $foo = `dir
c:`;) produces something like:
'PHP has encountered an Access Violation at BFF7989A'.
