Bug description: is_subclass_of
if I have a class like this
class PEAR_Error {
Note the uppercase !
and $a=new PEAR_Error();
if I do is_subclass_of($a,'PEAR_Error'), it won't work
but is_subclass_of($a,'pear_error') will work
