Err, that's a little odd.
I would expect your system to have all of the things required for that
to work.
What does the config.log say about HAVE_LOCALE_H and HAVE_LANGINFO_H?
I suspect this can be fixed by changing line 231 to be
#if HAVE_LANGINFO_H && HAVE_LOCALE_H && defined(CODESET)
