Assuming it wasn't the curl DLL packaged with the 4.0.6 release, php-4.0-Win32-16-07-2001 may
have fixed it.
(However, it complains that it can no longer load php_mssql.dll.)

I haven't set anything up that would allow me to build php here; I'd need binaries to test
right away.

can you try this with the latest cvs on a windows system
and let me know if it still happens?
Thanks.

After reverting to 4.0.5, https works fine.
<?
$curl= curl_init('https://www.thawte.com/');
curl_exec($curl);
curl_close($curl);
?>
