base_convert() broken

The latest CVS (Zend Engine 1, Release_TS_Inline, Win32) gives me
Warning: base_to_long:
number 'fffb9064' is too big to fit in long
with class.id3.php (http://Leknor.com/code/). The call to
base_convert() looks as follows
$bits = base_convert($bits['bits'],16,2);
This worked fine until some time ago, maybe 2 weeks. Could this
be related to
