I think these discussions are kind of idle until the PEAR framework is ready.
The fact PHP comes with a rich variety of extensions is, in my opinion, one of the key reasons to its success. It doesn't mean that this system cannot be redesigned in a way in which the extensions would ship separately, but we have to make sure it will not make installing extensions any more complicated or annoying than it is today.
