Actually Opera does buggy posts of type multipart/form-data.
So the bug is in Opera.

When you use a FILE form element in opera and ask for multipart encoding, PHP does not extract the
data into the array HTTP_POST_FILES as it does with other browsers but leaves it packed up in
HTTP_POST_VARS
