Bug description:  browser ignors php

I installed the apache server and got it running. then I executed php. then
I created a document file with <? php echo "<p> Testing </p>" ?> and
pointed my browser to it. Instead of the word Testing comming up, the whole
thing (from <? to ?>) comes up.
