Not a bug, include_once is not a function, but a language construct. And thus it does not appear in
Zend's internal functionlist.

function_exists() always returns false regardless of the specified input unless the function is not
part of php core and is avaliable.
For example function_exists('include_once') returns false (on php 4.0.6) however it does
return true for function_exists('shmop_open').
