Bug description: get_html_translation_table broken in PHP4.0.6 Apache Module (ONLY)

}

returns:
& - &
' - '
" - "

instead of
& - &
' - '
" - "
< - <
> - >
The CGI version works fine, but the Apache module version doesn't.
