Unfortunately, this is not created if it is not present when sessions needs it. Instead, an error message is generated - but this is only meaningful if the rest of the browser-server-php-database-os software dependency chain is absolutely correct... I just had to re-install everything after a virus trashed my HD and I needed to re-format. It took me quite a while to figure out exactly what was wrong.
