You most probably didn't enable the url-fopen wrappers directive. See http://www.php.net/manual/en/configuration.php
, the very first directive.
Run phpinfo() to see the current status of that directive.
Most likely not a bug -> Marked as such.

Reproduced with PHP-4.0.6, Apache 1.3.20 on Win2K.

fails
include("http://localhost/test.php"); //
fails

// works

That's correct, when I run it on a linux host it works fine.
