Catching SIGHUP

I posted this to php-general and got no response for a few weeks so I'm passing the buck up to the experts here... Sorry.
I want a PHP CGI stand-alone script to catch SIGHUP and SIGTERM and do things like reload a .conf file and clean-up work.
The register-shutdown-function (sp?) didn't seem to have any effect in the CGI setup...
Is it just impossible cuz PHP doesn't have try/catch error-handling?
Is there some kinda easy shell-script thingie I could wrap around and catch SIGxxx there?
Keep in mind that I use #!/usr/bin/php because Perl is too hard. But I can stumble my way through making a shell script if it's not too tricky...
I found nohup, and read man, but I don't quite understand if it's what I want, or if it's something else... (Reading a man page is one thing -- Understanding it is another...)
