I'm not at all on top of all the implications of implementing this change,
but why not code all this stuff into an specialized extensions and make
the developers of the scripts in charge of using either the default mail()
function or this new functionality ?
I mean, this way we keep the code that we have now in place working the
same way it always did and new features can be used by loading this
extension.
