Bug description: transparent sessions not w3c compliant
transparent sessions don't appear to be w3c compliant, in that when a url
is not cookied, it appears as, eg
<a href="index.php?id=xyz&PHPSESSION=3982982">
where it should be
<a href="index.php?id=xyz&PHPSESSION=3982982">
