This patch fixes small phpinfo() problem.
Current phpinfo() does not display values properly, if
- value is string AND
- value is not set in php.ini AND
- value is modified by other places such as .htaccess,
httpd.conf, etc.
(It supposed to print "no value", but it doesn't. With mozilla,
orig_value cell is rendered as black box.)
