Bug description: Oracle OCI Non-Blocking mode
The Oracle OCI Module doesn't support non-blocking mode yet.
This makes sense e.g. for cancelling SQL queries that run too long.
This would include support for OCIBreak() and
OCIReset() as well as get/set functions.
