Thread safety is disabled when you use PHP with regular Apache 1.3.x under UNIX. This gives a slight performance improvement. Under multi-threaded web servers such as Microsoft's IIS PHP needs to be compiled with thread safety enabled.

I believe 4.1.0 should be out within mabye a month or so, as it is currently in release-candidate mode. Personally, I wouldn't recommend using a development release for a production site.
