Bug description: fsockopen w/ udp responds incorrectly

$test = fsockopen($ipaddress,$port,&$errno,&$errstr);
if (!$test) {
echo "DOWN\n";
} else {
echo "UP\n";
}
?>
Responds "UP" when it should timeout and respond "DOWN".
