PHP-Center.de, for which I am a author and editor, had at no time a
news bulleting and / or a download link for PHP 4.1.0 online.
I don't know about phpwelt.de (I never visit that one...), but
PHP-Homepage.de had a news bulleting regarding PHP 4.1.0 online.
