Could anyone grant me karma to update NEWS file?

I've committed new PostgreSQL functions (pg_send_query, pg_get_result, pg_status, pg_cancel_request, pg_status, pg_reset)

There are other new functions are coming as I finish testing (pg_totell pg_tolseek, pg_escape, pg_copy_to, pg_copy_from and so on)

Function rename will be done also.

Thank you.
