You're using PHP as APXS/Module?
Try CGI with suexec instead, this is what mass-hosters usually do,
AFAIK. Safe-mode isn't very popular.
I've never configured sendmail myself, but it should be possible to
block access for certain users, I guess, so this might helf you out.
