Bug description:  Auto-appended ampersand characters cause problems with W3C compliance

When using sessions, PHP auto-appends '&' characters to be links. This is a
problem if I then run my code through the W3C HTML Validator. It gives the
error:

Error: unknown entity "PHPSESSID" 

When it sees &PHPSESSID= etc... appended to my links.

Would it be possible to have the auto-appended ampersands replaced by
'&' as described here

as then sites using PHP and sessions will pass the W3C Validity check.
