change to cvs access control

in the continuing effort to make things a little easier for those of us who have to deal with administering things for the php project, i've rejiggered the way the cvs access control works a little bit. nobody should have lost access to anything they had access to before, but if you find yourself getting the old 'insufficient karma' message, just drop a note to group@php.net and we'll sort things out post-haste. apologies in advance for any inconvenience. jim
