Thanks for your detailed report. One question remains: Why does
PHP need C++? It doesn't make use of any C++ feature, so a normal
C compiler should be enough.
I don't know where RH installs PostgreSQL by default or which
features it lacks there, but you should have
- some include files in $pgsql_root/include
- some libraries in $pgsql_root/lib
Or is that another sign of RH screwing up? Maybe you need some
pgsql-devel RPM? You 100% don't need a C++ compiler.

Well, what always works is to compile from source.
