As I've already said:
aclocal.m4 is generated by 'aclocal'.
I've grepped for the first line of you fix:
$ grep "export_dynamic_flag_spec='-Bexport'" /usr/share/aclocal/*
/usr/share/aclocal/libtool.m4: export_dynamic_flag_spec='-Bexport'
Your fix has to go into the libtool package itself. Ask the libtool
developers for help, please.
