Ok, the mod_perl guys made the leap and hijacked SIGALRM temporarily to
allow a general-purpose user-level alarm() call. This is something we
have been considering for a while. Perhaps it is actually safe to do now.

I think you need mod_perl 1.20, which has this in Changes:
mod_perl will now save/restore SIGALRM
I'm not too sure though, I haven't tried it (yet).
