The check is:

Shouldn't this be vice versa? test -n is true, if grep finds
USE_HSREGEX in the output string. So, if Apache was compiled with
-DUSE_HSREGEX the test will succeed and PHP uses it's own regex
library.
This probably should be "test ! -n".
