We have maybe the same problem in NT4sp6a / PHP4.1.0/1.
In an application (NOCC 0.9.5), the index page, which was quite large,
was always cut short. Enabling the output_buffering in php.ini "solved"
the problem.

using IIS on win2000 sp2 with version of PHP from 4.0.x (don't remenber
with which version it started) to 4.1.1 (same bug)
after 16192 chars written PHP stops executing.
Tried 2 methods :
<?php
$t = " ....place over 16200 chars here ...";
echo $t;
?>
or
<html> ....place over 16200 chars here ...</html>
in a php page
same result both time : only 12000 chars (approx) were written, yes if
i go above the limit less chars are written than the limit ...
In the second method i tried putting the html code in a .html file (not
used with php) and the whole page was shown.
