See if you can find the docbook declaration. On my system SuSE 5.3 it
is called docbook.dcl. I guess it says somewhere in there 'OMITTAG NO'
Change it to 'OMITTAG YES'. You may also run into another problem
concerning the maximum length of a name which was on my system set
to 44 (NAMELEN 44). Increase it to e.g. 54.
